the latter School took place in a new district, separated from and isolated at present from any and consequently out from any populated area, the land was not in demand.

In course of time, however, I have no doubt that when built upon it will be considered as valuable as the opposite side of the valley, which upon equal areas or rentals produced it's times the amount of Revenue.

I am therefore of opinion that it will be injudicious to sell more land in that immediate locality until some progress be made in the improvement of the ground and the erection of buildings thereon; and with a view to the encouragement of the tenants and to provide for the requirements of the future town, a Market should be established on a site reserved for that purpose, with the erection of a proper Pier and formation of works as may be necessary.
