Moran and Rougel, herewith submitted, in which they declare they remained alongside some 10 minutes, in addition to the time they spent on board ship, before the vessel took her departure. In fact Mr. Woolridge's dereliction of duty created the whole of the derangement and annoyances upon the day referred to, and which led to His Excellency being troubled with
