Application has been made by Groom of the Chamber Overbeck to be appointed Acting Russian Consul at Hong Kong.
Reporting on this, it is suggested that the Prussian Minister in London should be informed of the application for an Exequatur.

With reference to your letter of the 10th instant, I am directed to transmit to you for the information of the Earl of Clarendon a copy of a despatch relative to the appointment of Mr. Overbeck as Acting Russian Consul Agent in Hong Kong.
I am to state that Lord Labuchere proposes to instruct Sir John Bowring to issue an Exequatur.
It is considered more convenient to keep this despatch against the receipt of an application from the Office.
