Why could Japan not have been checked after the in- vasion of Manchuria? It was solely due to non-co-operation between, Britain and the United States. At that time, the United States was eager to take positive action, but Bri- tain hesitated, consequently the co-operation between the League of Nations and the United States ended in failure. Since that time, the United Slates began to realise her Impotency, and started to re- arm instead of talking.
