The £150 leased to No Bastin to enable him to secure to this Country, the question therefore seems to be whether having gone he should be allowed the benefit of the grant? I presume the case must be referred to the Treasury?

Lord Palmerston's views on this subject are contained in the minute on 3382. I do not think this a case for Treasury as the State decided it is Taxler's farmer, this office must decide whether to abide by the former resolution on receipt of new information. I think, on the whole, it would be wise to abide by it: it is scarcely right or gracious to alter it.

I rather doubt this conclusion. The whole argument rested on the propriety of granting to Banter the means of returning to England, not to a gratuity. The Treasury accepted that proposal.
