The Emergency Refugee Council was formed' to - deal with situation of emergency in. Hongkong and South China. · Its appeal. for funds was first issued when there was no local branch of the Distress In China Fund. Now that the latter Fund has been opened there is no rivalry between the two. The Distress in China Fund deals with China generally; the E.B.C. is in a position to use in any emergency arising close at hand the fands entrusted to it.
