They inclose herewith:

The arrangements for the preparation of the Emigration of Chinamen from this Colony have become the subject of much deliberation, and are deferred in the expectation that the Legislation which is contemplated by the Home Government will enable us to adopt more complete and efficient measures than we could hope to do until instructed as to the final design of the Superintendents.

In the meantime everything is done to carry out the intention of the Passenger Act, and His Excellency trusts that the explanations offered in the present case, by Mr. Bullier and Captain Watkins, will be considered satisfactory by His Excellency, the Governor, and will be most happy to be favoured with any suggestions, or information by which the public service is likely to be promoted.
