I do myself the honour to request you will move His Excellency The Governor to bring under the notice of His Excellency the Governor of Hong Kong the following circumstances.

2. The Ship "Alfred" cleared out from Hong Kong for this Port on the 17th March last, and her capacity according to the new measurement being 756 Tons, she was entitled to carry 377 1/2 Passengers to every two Tons, in accordance with the 19th Clause of the Act of Parliament 16 & 16 Vic: Cap: 44,
