British circles in both Shanghai and London are intrigued by a're- part from the Tokyo semi-official Domel news agency that through traffic on the Tientsin-Pukow Line would commence as from Novem ber 1. This rallway was regarded as a gold-mine on account of the in able Chinese administration charge before the present hosti- lities; the security was regarded as being sound in the City. Since the railway went out of the control of the Chinese, all payments of loan service have been stopped The British associate chief engi- neer and the German associate chief accountant have not been allowed to return to the railway to carry out their duties.

The Shanghai-Nanking" Ball- wz is one of the lines which is mortgaged in its entirety to the British and Chinese Cor paration as Trustees for the British bond-holders.

Prior to the hostilities, the f ancial status, of the line was such that negotiations were concluded for additional rolling stock, etc.. and for doubling part of the track.

The Japanese are reported to be running a service on this railway. but the Baltish chief engineer of the line has not yet been granted, as lar as we can ascertain, an offi- clal pass to make an inspection of the line.

With the extension of hos tilities to south China, the Canton - Kowloon and the Canton-Hankow Hallways have become affected in that normal traffic is impossible. The in- terests involved in the Canton- are wider Hankow, Hallways than in the other. railways since the groups represented include the American, French, and German financial circles, as well as British. -

Now that most of the rallways have been taken over by the Ja- panese, comment in City financial circles can be summarised in the sense that it is felt that the time has come for the British Govern- ment to formulate a policy for safeguarding the interests of Br tlah "holders of bonds secured, on the railways in China.

GENERAL HOLIDAY

On Friday, 11th November and Saturday, 12th November, the General Post Office and Kowloon Central Post Office will be open from 8.00 am. to Noon. The Sheungwan Branch Post Office will be open. from 8.00 a.m. to 10.00 am, and the other Branch Post Offices will be entirely closed.

There will be one collection, from the pillar boxes each day as on Sunday. One delivery of ordinary correspondence at 11.30 a.m. and one delivery of registered correspondence at 11.00 am on each day.

The Branch Post Offices at Stanley, Tul Po and Un Long will also have one delivery of drdinary correspondence each day at 11.00 a.m.

The Money Order Office will be entirely closed.
