SUEZ CANAL CONVENTION PROVISION

Waterway Should Always Be Open To All Ships

CONDITION TWICE BROKEN

When Mussolial stipulated in the Anglo-Italian Agreement for free access to the Suez Canal for Italian ships, he was merely asking for something that had been conseded in clear and unmistakeable Language 50 years ago. As far back as 1888, European statesmen, allve to the political dangers lurking behind an international waterway directed and controlled from a single state, forestalled, any attempt obtain, perhaps by secret on the part of one or two powers to means, control of this great artery to the Far East and use it for their own ends.

Responding to quiet conditions prevailing in London and New York the market ruled very dull after the opening.

Demand for "spot" Rubber was only moderate, whilst dealers and speculators preferred to remain on side-lines, awaiting further de- velopments/

Later in the session prices registered a slight decline of 1/8 cent for all deliveries due to some speculative selling on a thin market, but the lower price-level failed to attract any buying interest, the market continuing featureless until the end of the session.

Advices from US.A. indicate that manufacturers have bought quite a considerable quantity of Crude Rubber at the lower price- levels ruling during the recent political crisis in Europe, which partly accounts for their disinclination of making further purchases at the present higher values. Also the uncertainties, surrounding the fixa- tion of the permissible export-quota for the first quarter 1939 by the LR.R.C. at their approaching meeting on November 15, are exercising a deterrent influence upon speculative activity, more especially so as It is felt. that somewhat lower markets may be seen before the re- sumption of the upward trend.

The value of inventories in the .91 up hands of American manufacturers, O up wholesalers, and retailers was re- 12 up duced by $1,250,000,000, or 5.8 per cent, during the first six months of 1938, according to estimates issued early this month by Dun & Brad- street, Inc.

Much of the decline, however, was due to the 42 per cent drop in wholesale prices during the six- month period, so that the reduc tion in physical volume of inven- tories was small,

Prices opened lower on lower advices from abroad and the market thereafter was without any special trend in the early part of the session. Later, prices steadied in sympany with the steadiness on the London market and on support which was accredited to factories for inventory purposes together with some mixed dealer and commission- house trading.
