I request you will have the kindness to submit to His Excellency the Governor my application for leave of absence to proceed to England for twelve months for the benefit of my health; and in doing so I beg to make the following-
of how difficult it is to grant such leave without a previous reference to the Right Honorable the Secretary of State for the Colonies.
