This is to certify that the Honorable W. Mercer has suffered during the past year from irritable condition of the Glandular System, with frequent enlargement of the Lymphatic Gland in several parts of the body. He is at present afflicted with an eruption of boils of a most painful nature. As those affections can only be effectually removed by a change of climate, I would strongly recommend that he should obtain leave of absence at the earliest practicable period to proceed to Europe in order to recruit his health:
