Duration Of War With Japan
Chungking, Oct. 13. THE NATIONAL GOVERN- MENT has published a man~ dafe calling for immediate mobilisation of all" essential industries for the duration of with Japan. The the war order will be carried out in part with the "co-operation of local governments in all parts of China not occupied by the Japanese.
The regulations include govern- ment control of materials such as textiles, metal, cerrals, vegetables, oll, ten, sugar, hides, petrol, kero- crude oil, paper. varnish. alcohol, cement, irae. acids. me. dicines and glass.

Industrial production of goods essential to military as well as civil life will be controlled, as in Japan, partly through control raw materials.
The government may prohibit production of luxuries and may order factories manufacturing non- essential products to turn their efforts to production of essential goods.
To meet war-time necessity, the government may regulate dis- tribution of goods, "Including ex- ports and imports. through re- gulation of transportation and storage.

The regulations provide government control over working hours in factories. They forbid the establishment of monopoly or Improper manipulation of prices, under strict penalty.
The government henceforth may order the removal of industries from one plant to another, or it' may subsidize industries where production must be speeded up.
Agricultural and mining pro- duction are also included in the mandate, as are electric power and armament production,

KUNMING HALF
DESERTED
Populace Avoids Air Raids
Kunming, Oct. 13. Practically half the popula- tion of Kunming have ovac- uated while many remaining spend the day out of town in order to avoid the air raids. The raid of September 28 killed at least 100 elvilians, in- elading women and children and students, and wounded at least 500 persons.
It is definitely confirmed that one Japanese plane was shot down hours Tear Tang Station, two south on the railway. Nine of the escaped death · were crew who brought to Kunming the next day. and it is reported that they said that they came from the "Blith Base" east of Hongkong.
Reports that two more planes were brought down near Lunan. 60 kilometres beyond Wang, have not been confirmed. '
According to 11 eye-witness, nine planes few straight for the "united college" where the Tsing- hua and Pelta Universities from Pelping were situated and bombed the place thoroughly, using light bombs.
