Paraguash 31. This remark of the Treasures on the absence of all application for Licence for opium Sucking Shops furnishes argument in favour of a scheme which I would wish to see adopted of the recognition and control of Brothels and Gambling Houses.
I have asked the Acting Attorney General his opinion if the opium Smoking could be prevented in "Brothels, betting and Gambling Houses," he thought that the first and third not being recognized by Law, would be considered as non-existent in any other shape than private houses and hence I submit another strong reason for bringing them by Legislation within the supervision of the Police. But the subject of Gambling is broadly under His Excellency's consideration, and the necessity of interfering in matters concerning Brothels and Prostitution must before long force itself irresistibly on the attention of Government.
