105. Allude to what is called "the writer" of a letter signed "Shipowner," "the vicious system allowed the carrying on of shipping in the manner Crews, – 'A Crew cannot be obtained, even for a short voyage without three months' advance 'down'."
106. I believe it was also with a view to remedy this evil that Ordinance No.6 of 1852 was passed, at any rate a remedy for it has been carefully requested by parties interested.
107. As surplus funds will accumulate, they may no doubt be laid out in Interest, but before coming to any conclusion on the subject, I will recommend ascertaining the close of the current year, which is not far distant.

104. Miscellaneous observations. On the subject more I venture to remark, although it has lately appeared in the local papers, not because it has so appeared, but feeling that it really deserves notice as being of importance, regards the shipping interest; and the point has in former years been brought to the notice of the Government by Merchants, if not by petition.
