It is the fervent hope of all Chinese people, Dr. Chu said, that the League in the forthcoming Assembly would invoke Article 17. of the Covenant, so that effective' sanctions against Japan may be taken. International peace given a new lease of life, and the shattered' prestige of the League restored.
Dr. Chu pointed out, in his cable. that the League so far has never taken' any effective steps to curb Japanese aggres- sion apart from "negative con- demnation." Neither was last year's resolution, calling for in- dividual assistance by member states to China. of any real help to Chloa.

Sian. September 7. Chinese troops stormed Taoling in east Suiyuan and recaptured the city on Sunday, according to military advices received here.
The city, protected by a ring of blockhouses, was guarded by 700 Mongol and Manchurian irregulars in Japanese employ. Launching a fierce offensive Saturday night, the Chinese captured one block- house after another. Fighting continued until the next morning when they broke into the city and chased the Irregulars out.
