62. I have heard that parties complaining against the granting of Registers to Chinese landholders here

were most willing to assist some of them in procuring that

privilege, by becoming their securities on the payment

of a certain sum; and others again, most willingly lend their

names, to obtain the Register of Chinese-owned property, which only opens the door to fraud and deceit.
