of £2,000 besides allowance to bring Governor, and without any material duties to perform during his absence. As, however, this is in a great degree attributable to Colonel Caine himself, who was transferred to the Lieutenant Governor's Office from his post of Secretary without being consulted, and entirely for the furtherance of the scheme projected by the Duke of Newcastle, it cannot be avoided. But to allow Colonel Caine to retain his salary, and at the same time to impose on the Island the payment of £1000 per annum, would be to cancel altogether the Duke of Newcastle's proposed arrangement without any reason assigned for so doing.

Shang. For the present, therefore, at all events, I cannot sanction the payment of a salary to yourself.
