While it is qfficult to predict whether the Changkufeng in- cident will develop into a war, in either case it will be unfavour- able to Japan. This is the opinion of Mr. Wang Ching-wel, Deputy General Executive of the Kuo- mintang.

In this armament race Japan falls to keep pace; as she has to use a large por- tion of her financial resources to carry on the war in China: and she will probably never be able to catch up as the race continues, Mr. Wang stated.
