TE are sure that our Chinese friends would have been happler if the surrounding circumstances in Canton had been normal for the But visit of H.E the Governor of Hong Kong to the City of Rams. while admittedly devoid of political significance, the visit of the Governor of Hong Kong to Canton will always be an indication of the friendship and cordiality existing between the British Empire and the Chinese Republic. between two of the largest political entitles of the world.
Sympathy with the aspirations of Nationalist China, has always been expressed as a permanent policy of the British Government and the foundations for a lasting friendship were laid by Sir Austen Chamberlain, the brother of the Prime Minister. The famous December declaration of Sir Austen in, 1928 marked the beginning of An era the fruits of which were. a new era in Sino-British relations. just beginning to be realised when war was thrust upon this country with disasterous results.

Whatever the merchants of Canton and the vast hinterland wanted to sell or buy. they came to Hong Kong to do business. But today the commodities to be bought and sold are different. Their characteristics are different. It is mostly machinery. and rallway material, and in the present war situation it is clear that consumer goods will diminish in demand while the market for capital goods will increase.
While industrial development in South China will begin in real earnest with the return of peace, opportunities are plentiful where the local authorities seek to encourage the maintainance of local economic conditions at the pre-war level. In a province like Kwangs where mthing was developing the war must have resulted in a drain upon the labour supply in that Industry. The Introduction and use of machinery in the tin mining districts between Wuchow and Kwellin should be effective in maintaining production in spite of the loss of human labour. At the same time whereas formerly the low cost of labour probably made the employment of machinery uneconomic, it is probable that today the economic truths applicable to the rest of the world (but untrue for China) would hold.
