Chinese and foreign civil leaders are now organizing a “Refugee Zone Committee" to take care of refugees in the event of hostilities threatening the Hankow area.

The moving spirit behind this step, it is understood, is Bishop A. A. Gilman, of the American Church Mission, while the British member of the Committee is Miss Wilcoxon, of the London Missionary Society. The proposed refugee zone will include not only the spectal ad- ministrative districts comprised of the German, Russian and British
