I intend to employ a portion of them in girdling the Island with a carriage road and in opening their Communications which are likely to bring its agriculture into activity. The Island has many beautiful and uncultivated valleys; it has a rich course of pure water whence indeed it takes its name — Fongshun (properly written Hang Kiang, meaning Perfumed Streams). I anticipate that the power of easy intercourse with the populous parts of the Island on the North will lead to settlements on the South — which, as I mentioned, is the more salubrious side of the Island — by a population superior to the present inhabitants, who are not the most trustworthy people.

30. The Woods and Forests of the Island require some attention than they have hitherto received. Unlicensed and unchecked cutting of timber has been greatly injurious to the Island and ought to be checked.
