But among all classes of Chinese, habits of order, respect for authority, and the authority of their recognized leaders - and a universal gregarious spirit leading to every form of association whether meritorious or mischievous are everywhere to be found, and I have no doubt that when we have instruments for directing and controlling these real and valuable elements of Government, they will be turned to useful account.
