of £16,669.10.- or more than half
the gross revenues
of the Colony for
the administration of Justice and Police - and sure the whole expenditure of
more than half of
the Colony, exclusive

Public Markets
(not being repairs of those already in existence).

As connected with the Police, - the revenues and peculiar character
of the Chinese population, my attention has been anxiously directed to a matter of great interest, namely the propriety and desirableness of licensing gaming

houses. My primary consideration has been kept apart from the question of Revenue, and I have endeavoured to consider what will be the effect
of
Legislation generally on the public morals, especially on the particular habits - and thirdly upon the prevention
of crime. I have been in correspondence with the Governors of the neighbouring Colonies in order to benefit by their
experience, - and though I have not
come to such conclusions as to determine me at present to bring the matter before the Legislative Council, and am rather disposed
to ascertain first whether a sufficient
case be made out there
