The Revenues which are derived from what I deem objectionable sources, - interfering with the development of industry, and not being necessary for the enforcement of Police Regulations, and not compensating by their productiveness for the inconveniences they create, are the Salt Licenses. These, for the last five years, have been blended with the Quarrying Licences which, in my judgment, stand altogether on a different ground - and being a privilege granted for the working or appropriation of Government property, are quite a fit source of revenue.
In some years, the joint revenues produced £897. In 1851, £897; in 1852, £802 14s 8d; in 1853, £666 13s 4d; in 1854, £427 1s 8d. The revenue produced last year (in consequence of a combination among competitors) was only £270 16s 8d, and is estimated in the present year's estimates at £300.
