appropriation of frontage proprietors of Marine Lots without the payment of rental on assessment of such appropriation had not escaped my attention, but as the Surveyor General has been for some time occupied with the preparation of schemes for a Quay (or Raya) along the water's edge which require the concurrence and co-operation of holders of Marine Lots, I have allowed the matter to remain in abeyance until that scheme is in a more forward state.

I propose to raise the rental of the Post Office to £300 a year, which is double the present rental - I consider £300 as less than the value of the premises. I ought perhaps to mention in connection with this subject that a serious official correspondence is going on with the Port Office authorities at Home with a view to ascertain, whether the Port establishment here might not more suitably be taken charge of by the Colony. The existing state of things is very unsatisfactory to the Public, and the reference of all Port Office questions to the Post Master General makes the redress of grievances tardy and uncertain.
