I am of opinion that the best mode of securing financial interests and protecting the Community against the consequences of monopoly will be the public sale of Stalls, and that open competition will ensure lower prices and adequate supplies for the consumer. The Leases at all events will not be renewed under the existing conditions.

And I will take care before another leasing of the Markets that measures shall be adopted for superseding the present by satisfactory future arrangements.

I should propose at least three Markets for public accommodation - a Western, Central, and Eastern. The population of the heart part of the Colony is rapidly increasing, and it will become quite necessary to provide a Market in order to keep off nuisances in the public Streets from the sale of perishing or sometimes putrid alimentary substances.
