I deem it necessary to have the rights of property defined, and it is with this view, as soon as the demands upon the public functionaries will allow, I propose to obtain a general Cadastre of the Island.

I deem this undertaking of very great importance not only with reference to the general position of present settlers but with a view to the future intelligent and satisfactory development of the Island and of the sundry plans and proposals for extending cultivation and encouraging new comers to settle and make a living in the Colony.
