Great complaints having been made in this colony
private circulars having obtained circulation in
4404 and
1586. I had recently heard abuses existing in the various
Departments of the Public Service, as partly arising from the taking of fees, and other similar
irregularities, I directed a Commission
to be nominated, consisting of the
Colonial Secretary, Acting Attorney General, and Colonial Treasurer, to
inquire into and report on the same.
2. I am happy to say that the
investigation was
marked by
honored integrity.
