Prefer To Deal With The Settlement Authorities

Shanghai. April 28.

All but three of the Chinese radio stations in Shanghai volun- tarily stopped operating today to avoid complying with the Japanese request to register at the Japanese broadcasting superintendent's office...

The registration deadline wax reached yesterday when officials of all stations held a meeting and decided to go off the air tem- porarily until a satisfactory solution to the present impasse has been reached.

One reason for the suspension is reported to be a Japanese threat to remove part of the machinery to prevent further broad- casting, unless the order was obeyed before today.

AMERICA AND FASCISM

Roosevelt's Policy Attacked

The standpoint. of the Chinese radio stations is that while they are willing to supply the desired Information they will not supply it to the Japanese direct, preferring to deal with the Settlement au- thorities.

The broadcasting superinten- dent's office, however, refuses to be satisfied since the refusal to register direct with them implies
