Ordinance 1 of 1855 passed Legislative Council in January last.
by virtue of the Instructions Contained in the Colonial Regulations under the head of Financial and other Reports Cap 3. Sec. 1 and 3.
Page 57.
administrator of the Government; and acting in Conformity with the directions of His Grace The Duke of Newcastle vide Despatch 16 of 30th March 1854, last paragraph but one, I reported this Ordinance to the Secretary of State in Despatch 14 of 12th February, feeling it my Duty to do so, in consequence of its being a Colonial and not a Consular Ordinance, and its provisions most particularly affecting this Colony, and therefore I should have considered Myself committing a neglect of Duty, if I had failed so to Communicate the Ordinance to the Colonial Office.
Under the foregoing circumstances I respectfully trust my explanation will prove satisfactory to The Right Honorable The Lord John Russell.
