The object was to furnish the Colonial Department with information which he deemed it might be useful for that department to possess and that he had no intention of intruding on the functions of the Chief Superintendent of Trade.

The Colonial Secretary has received from Colonel Caine the explanation of which, in justice to him, I think it is fit I should enclose a copy to your Lordship.
