CONSOLIDATION AIM

Tokyo, March 27.

The Diet adjourned yesterday after both Houses had passed the National Mobilisation Bill without changes,

Political circles here are of the view that by the passing of the Mobilisation Bill and the entire budget totalling 8,000,000,000 yen

the Diet has given the Premier, Prince Konoye, plenary powers corresponding to those of an auth orltaisian government.

Regarding the conflict in China,

it is declared in political circles

that after attainment of the mill "NEW GENERAL

tary aims the Government' will Immediately have to prepare for the development of the occupled territories.

For this purpose, the Diet has already authorised the establish- ment of a China department in the Cabinet. It is thought that reorganisation of the Foreign Office will also be necessary.

NO EXTENSION

The army of occupation. it declared, would be left in China until the new regime is firmly established.

In view of the strong con- centrations in the North China and Nanking zones, it is be- lleved that military action will not be extended further.

It is thought, that additional undertakings in South China

·would be equivalent to dissipa- tion of forces which might in- fluence unfavourably the aims of the China polley-(Trans- ocean).

GUERILLA UNITS RAID HAINING

Shanghai, March 26, For the purpose of intensifying guerilla warfare along the Shang- hal-Hangchuw Rallway, and in or- der to aid planned counter-attacks on the Wuhu-Hangchow front, the Chinese High Command is report- ed to have sent three divisions across Hangchow Bay,'

Reinforced by straggling troops in that sector, guerlila units are stated to have already raided Haining. on the north bank of Hangchew Bay, near Chapeo.

Steps are being taken by the Japanese. army to suppress the Chinese guerillas. One of these steps has been a ban against the import into the occupied zones of electric torches, which it is feared may assist the guerilla units in their operations against the Japanese.(Reuter),
