At present, besides the regular Government guerilla units, there are about 20.000 guerilla volunteers drawn from civilians in the Pei- ping. Tientsin and Pacting areas. They are constantly waylaying enemy units, seizing Japanese weapons in surprise attacks, and des- troying munitions, aeroplanes and tanks.

Transportation Facilities

In order to facilitate transportation of military supplies to China, from Europe, the Chinese Government has mapped out plans for the construction of a railway linking the north-western provinces with Russia. It was first planned to construct a railway from Hankow to the borrier of Russia via Shensi, Kansu and Hsinklang, but, in view" of the extension of the Sino-Japanese hostilities, it has now been de- cided to start the railway from Chungking, the provisional seat of the Chinese Government, via Chinghal and Hsinkiang.

It is understood that materials for the construction of the said railway will be furnished by Russia in the form of a construction loan which will be secured on the receipts of the railway. The loan will bear Interest of four per annum, but no interest will be paid during the continuation of the Sino-Japanese hostilities,

"Amortisation of the loan will begin five years after conclusion of the Sino-Japanese conflict and will be completed in twenty years. The chief engineer for the 'construction of the railway will be despatched to China, by Soviet Russia. The railway will be 4,000 kilometres in length." When the line is in operation the journey from Chungking to Russia will take only 67 hours.
