If war is inevitable, despite all efforts to avoid it, then Britain has everything to gain and little to lose by putting off the evil day as much as possible.
Financial considerations forbid the totalitarian states piling up armaments indefinitely. Such a policy must rapidly induce interrial friction, and, as Fascism is mostly to appeal to empty heroics, banner waving and sword play, the dictators will rush to war as the alternative.

That statemert, or one similar to it, was made following the publica- tion of the Macüregor Report, which much reviled document placed on record that the Asiatic case for the restoration of the temporary allowances was badly made out and, by the same token, was scarcely worthy of consideration. The Tribune made the suggestion that, ir the case was badly presented, there was all the more reason for hear- ing it in a form acceptable to the Committee. So far there is no Indication that the subject of allowances to Astatic civil servants is to be brought forward for discussion again, despite the fact that numerous petitions have been submitted to Government for recon- sideration of the position.
Shenton Thomas some time ago, the question of temporary allow-

In the ranks of the Astatic civil servants who hold that they were hardly treated by the distinctly partisan recommendations of the MacGregor Com- mission. To remove all suggestions of partisanship and in order to promote a better feeling among Asiatic civil servants towards the Government than there is at present, the authorities should be pre- pared to hear the Asiatics' side of the question. And they should take an early opportunity of indicating their readiness to take that action.
It is no secret that there is a distinct sense of grievance being harboured in the ranks of the subordinates and such a state of af- fairs will not be Improved by Ignoring it. In fairness to the Asiatics their case should be given the consideration which the MacGregor Commission falled to give it Grievances and efficiency are not good bed fellows. Even if the dissatisfaction is proved to be 1-founded. or exaggerated. It is essential that it should be dealt with in a con- stitutional manner by giving it an immediate and. fair hearing. That at least is necessary in the interests of emciency.
Buffer Pool
Recent hints that there is growing favour in London tir. circles for the formation of a buffer pool have had their repercussions in Malaya. In Perak opinion is being canvassed as to the desirability or otherwise of this particular form of juggling with economics and It appears to be sharply divided "So far na pool has been formed. but from reports to hand from London negotiations are well ad vanced and an agreement in principle is within sight. Whether that. is the case or not, the rumours in themselves have been suficient to cause a certain amount of uneasiness which has been reflected in the activity which has been going on in mining circles in Perak. That uneasiness is not, unjustified when it is recalled that Malaya was caught on the wrong foot before.
The main point the tin industry in Malaya has to take into consideration on the buffer pool question is simple. Is the pool, if created, going to operate for the benefit of the few at the expense of the many? If the correct answer to that question could be ob tained a greet deal might be explained. Whatever the outcome of the propaganda now being conducted. Malaya should insist in her right to be kept fully informed by the ITC. as to that body's activities. The fact that she was not kept so. informed in the past was productive of much controversy which could easily have been avoided. It is merely an ordinary precaution to insist on seeing the course before she commits herself to it.
