Unlawful Regime Born Of Aggression And Controlled By Japanese Authorities
DISAPPOINTMENT CAUSED TO CHINESE PEOPLE
BY RECENT GERMAN ANNOUNCEMENT
Hankow, February 25.
THE TEXT OF THE FORMAL PROTEST NOTE by the Chinese Government to Germany against German recognition of Manchukno was delivered to the German Ambassador to China, Dr. Trautmann, here and simultaneously cabled to the Chinese Ambassador in Berlin to be presented to the German Foreign Office.
THE NOTE REGRETS that the German Government has chosen to recognise" the "bogus or- ganisation in the four north-eastern provinces in the Republic of China known as Manchukuo"." The Note says that it need scarcely be pointed out that the unlawful regime was born of Japanese aggres- slon and is being created, controlled and maintained by Japanese military authorities. •

PRACTICALLY ALL NATIONS of the world had steadfastly adhered to the principle of recognition in respect of the puppet organisation and the fact that it was brought into existence en- tirely by the military force of Japan has been formerly admitted by Germany herself as well as by the rest of the world.

practice "black-outs" now? I will Amount previously acknowledged
why we cannot wait until the last minute.
The first reason is thut, placed as we are on the edge of the sea with no outlying territory on the liner of possible attack, we cannot hope to get early warning of the approach of air raids. Therefore only a few moments at the most before the bombs start to drop can we expect to get news that an air raid is coming. There is a method of acting instantly and thereby darkening the Colony on receipt of news of an impending raid, and that is by turning of all light and power at source by pulling out the switches and closing the taps at the electric light and gas works.
