I am induced to trouble your Lordship with the accompanying inclosures submitted for perusal, in the hope that, through your Lordship's kind offices I may be appointed Commandant of this garrison; when the previous Regulations may be literally "reverted to", all the former Lieutenant Governors of Hongkong having been in Command of the Garrison.
If through your Lordship's instrumentality this boon be granted, the mortification of my present position will be personally relieved, and I shall be your Lordship's grateful debtor.
