The propagandists of Japan have found a new occupation and one which, if we are not very much mistaken, they are not regarding as any too pleasant. Having tried to make the world in general be- Heve that Japan is the aggrieved party in the present hostilities in Chins, they have now to convince their own people that it is up to them, for the sake of Japan's honour and prestige, to rejoice at the prospect of having to pay increased taxes to cover the China affair expenditure.

Thus, in addressing the Bankërs' Club at Tokyo recently, Baron Wakatsuki, former Premier and Finance Minister, said that it was "Inadvisable to ruise the war fund simply by loan issues because the question of repayment and interest payment will arise after the fight- ing is over."

Much as the Japanese dislike the British; the Baron could not resist citing Great Britain as an example. He said that as Great B-1- tain raised taxes during the Crimean War, the African War and the Great War, her State finances were balanced after these wars were over. On the other hand the other countries which raised their war expenses by loan issues were still experiencing difficulties when it came to balancing their budget.

There was one point, however, which the Baron failed to tell his countrymen The British, as a people, were given a certain amount of hearing during the crises mentioned above. They were not made to follow militarists who had made up their minds that the country' had to go to war but had a share in making decisions regarding their country's actions and so were ready to back their Government to the hiit.

In Japan today no such position obtains. Only the militarists wanted the war of aggression in China and, because, at the start, the other sections of the country were not very much against it, they were ready to lend a helping hand. As time wore on, however, and as more and more money was demanded of them, the industrialists, mer- chants and even peasants came to realise that the trouble was not going to be ended as quickly as they had been led to believe. A protracted war naturally meant parting with more of their private resources and as the trouble was not of their asking, they. not un- naturally, began to resent these continual demands for financial as- sistance,
