he was suggested by the Duke of Newcastle to be nominated
to the office of Colonial Secretary as in that capacity he might have been called upon
to exercise
the Supreme functions of Government (should the Governor and Lieutenant Governor be absent or
incapacitated) it was felt
that as a
foreigner the Colony of
the Island could not with propriety be committed to his charge.
As regards Mr Phineascher
I desire to bear the most emphatic testimony to the great value of his Services and to his untiring and
cheerful devotion to the public business. Should the Legislative Council be reconstructed on a wider basis it is important
that the Colonial Treasurer should occupy a seat in virtue
of his
office,
which I imagine
he could not do were
only
an
Act of naturalization passed
in his
favour.
