I think Britain is fully cognisant of the recent changes in the international situation in the Far East. There have been various discussions In certain quarters in Japan with regard to British movements, but I cannot see a single case in which Britain has acted deliberately against the interests of Japan.
If any such case should occur I think it Is the duty of diplomats to per- suade Britain to reconsider."

TRANS-PACIFIC AIR DELAY
BOMBERS IN MIIDAIR COLLISION
Canton, February 3.
It is learned from a reliable source that martial law will be declared from midnight"until tomorrow (Friday) as a precau- tionary measure due to sundry rumours. Including the possible renewal of Japanese activities against South China" which has excited the Chinese population all day long, but which is ex- phatically denied by the Chinese authorities.
Several foreign residents moved in tonight to Shameen from Tungshan and Salehuen due to the nervousness of their Chinese servants who refused to remain on the premises.
The actual reason for the present nervousness is not known." The city was plunged in excitement following ■ notification

Local shipping companies' are unable to move their ships at such short notice and it is now hoped the Chinese authorities may post- pone the closing of the boom.
The reason for the action is somewhat obscure as the situation in South China is still quiet, but it is believed in some quarters that the action may be the result of recent Chinese reports of the shelling of Bocca Tigris by Japanese warships.
