prepared of Public Work which I deem of the highest importance to the prosperity of the Colony, but which will be all for within the limits of the surplus Revenues, I must plead for a delay which the change in the mode of Government has necessitated.

As however in no case shall I require any Parliamentary Grant in aid of the finances of the Colony being amply sufficient not only to discharge its Civil expenses but to furnish the means of carrying out great public improvements - the delay will I trust cause no inconvenience to your Lordships.
