ARAKI—HEALTH ́MINISTER

General Sadao Araki, ex-War Minister and a Cabinet Councillor, is mentioned as most likely can- didate for Minister of Health. which post is to be created early next week.

He is now making a careful selec- tion-of-the-person-to-head the new ministry from among those who would add to the prestige of the Cabinet, and in this connection the War Office circles are advocat- ing the cholte of General Araki as the candidate for the post since Admiral Nobumasa Buetsugu has been appointed Home Minister. the choice having been proposed by the Navy Office circles.

Premier Konoye has not been able to carry out various plans of reforming the Cabinet system and reorganizing the Cabinet sa he wished, and adopted the system of the councillors as a means of vitalizing the Cabinet.
