I need not state to Your Excellency that in France and other places this evil is put under regulation both of Police and Medically, that the districts inhabited by women of this description are divided and subdivided, and subject to frequent examinations and visiting, and that those afflicted with the disease are immediately removed and placed in a Hospital and kept in till cured, thereby diminishing very much the risk of infection.
I am not aware how far Your Excellency may be enabled to interfere in your Government on this subject, but I should imagine the establishment of a Hospital for females in this wretched state might be effected, and placed under proper Medical superintendence, and that some Police Regulations might also be made of much use and benefit. The best and most obvious check on the evil would be on the French system of providing Medical Control over the districts inhabited by these persons, and this system is acted upon at Gibraltar and other garrison towns.
