I would be thankful to be placed under medical control of any kind that may be thought fit, for if very few of the prostitutes are free agents, having been brought for the purpose of prostitution by the keepers of Brothels, and that whether the creatures themselves, the persons who obtain a living by prostitution, or the Chinese inhabitants in general are regarded, there are fewer rights to be interfered with here, less grounds for complaint. By being controlled, prejudices are subject to be shocked among the respectable part of the community, and immunity from them could be found elsewhere.
I have &c,
(Signed) W. J. Bridges.
[Enclosure to]
Colonial Secretary.
