Colonial Surgeon the Chief Naval and Military Surgeons who shall
be empowered to form a body of Rules which when sanctioned
by the officer administering the Government shall become
law.
I should further propose
that I be permitted to bring in forthwith
an Ordinance which generally
without terrifying as the general subject of controlling prostitution will at any rate have the effect if properly carried out of preventing the disease at present existing from much further
increase and will show the
Naval authorities that the Government is desirous
of checking
if possible the evil of which they complain.
If authorised by the Chief Governor I am prepared to lay the ordinance before
the
Legislative Council within
18 hours. In conclusion I
would beg leave to state that there will be less difficulty in dealing with prostitution in this Colony than with the
evil in
other parts
of the world as
I believe the
prostitutes here to be almost
without exception Chinese who
