Of Captain Sir William Stawell, added to the concurrent testimony of the Colonial Surgeon and Surgeons of the Royal Navy, have made it desirable that notice be taken of the matter and remedial measures applied.
As the date of the Attorney General's letter will show, I have had these papers some time under consideration, and even avoided entering upon the subject without general instructions from the Home Government, for my guidance should it be necessary, I anticipate having to legislate upon it.
I have therefore come to the conclusion that these documents should be forwarded, and Your Lordship's directions awaited.
