Carruthers, construction engineer, of having on the night of July 31 caused grievous hure to Mr. James Hamil-- ton, a wireless operator on board the m.v. Kistna, by driving his motor car in a rash manner along Robinson road, the evidence of the complainant given on oath was to the effect that the only intimation he had of the car coming from behind was the grinding of brakes which seemed to be right on top ❘ of him."

Medical evidence given by Dr. Xavier, of the General Hospital. was to the effect that the accus- ed, who was brought to him for examination following the acci- dent, smelt strongly of alcohol, was garrulous and very unsteady on his feet. He was also "very ex- cited and the pupils of his eyes were very widely dilated." The fact that the Treasury has given its consent to the loan without restriction does not imply any change in the attitude adopt- ed during the past few years to- wards foreign lending in general, It is telt, however, that Belgium's excellent Anancial record, her ad- herence to the Tripartite Mone- tary Agreement and her tradi··

Court Inspector A. H. Frew, who led the evidence for the "Crown, mentioned "an exactly similar offence" against the accused for which he was fined $70 in 1931 with three months' suspension of his driving licence.
