however assures us that the plan is not likely to be thoroughly effective unless periodial examinations of scholars be held, and their stipends be subject to diminution or withdrawal as proof that their progress in study has not been commensurate with their advantages and abilities.
We trust that the expense that such a measure would involve would be considered of small moment in view of the great advantage to be reaped.
We are not aware of any other establishment likely to subserve the purposes of Government in this direction; and we should much regret to see the prospect of usefulness that St Paul's College presents clouded by the withdrawal of the present grants or by the disinclination of the Government to render it efficient by an additional outlay, which must in any case be less than would suffice for the attainment of the same object by other means.
We trust that for the unexpected length to which this report has reached some excuse may be found in the importance of the subject of which it treats, namely Anglo-Chinese education.
It is one deeply affecting the interests of Twenty to Thirty Thousand of our Chinese Subjects here, it has no inconsiderable influence on our Chinese Commerce, and it is of high consequence to our diplomatic relations with China, the future importance of which may probably be greater than we can at present foresee.
