Natives be taught the language of their
Rulers, this can
only
be
done near
by
means of natives speaking the English tongue, and that it may be effected in this manner has been already proved by the instruction
being given by two of the Students of the College at a trifling weekly charge in the Government elementary schools.
We suppose that a system of this kind must involve something like the establishment of Schools of say 60 boys each with a teacher and assistant teacher, and that this must necessitate
the appointment of apprentice teachers in such institutions as St Paul's College
which would thus assume the character
of training schools for Masters.

of linguist might
equally be the object of ambition to paid
apprentice teachers selected for their
efficiency from the ordinary
scholars under education
in the
College.
We therefore earnestly recommend to the attention of your Excellency as the mode in which in our opinion this
institution can be made most
useful to Her Majesty's service the establishment therein of a sufficient number of Scholarships and Apprentice Teacherships open to free
Competition and affording to the holders
such a remuneration as shall ensure
their remaining in the College as long
as may be needful for carrying their education up to a useful point :
