Two Conditions of the grant received
particular attention; one,
that the institution shall receive European
Students (its
general object being
the
education of Chinese youths); the other,
that the
governor of Hong Kong shall have power to nominate six of such students. But although these appeared to be the
points to which it was intended our
enquiries should be
more
specially directed,
it thought right to make our examination
embrace a wider field; to endeavour to
discover, firstly, whether, in its present condition as aided by Government, or by
any modification of existing arrangements,
the institution could be made serviceable
for the training of Interpreters
and
education as Government employees of European youth
selected from those already in China;
secondly, whether, for purposes of discipline
